For your 2018 Buick Regal TourX I'd recommend the Curt hitch part # C12173 over the Draw Tite # 36661 although both are really great options with a similar design. I wish I had better news, but unfortunately your Fulton 1600 jack is not serviceable and there are not any replacement wheel assemblies for your setup. You would need to replace the jack with something like Fulton F2 Swing-Up Trailer Jack, Sidewind, Weld-On - 1,600 lbs # F1413040134. This jack has 1 large 8" wheel, so you will have more support and less chance of bending the wheel compared to the older small wheel setup.

It is very possible for both a 2,700 lb and 3,500 lb trailer axle to have a 2-3/8" diameter axle. If you have a 2-3/8" diameter axle then you can use the Lippert Components Bolt-On Shock Kit part # LC281255. The description states for 3,500 lb axles but that is just because they generally have a 2-3/8" diameter. There will not be any issues with your 2,700 lb axle. I took a look at your owners manual and was able to find out if you have 245/45R18 or 245/40R19 size tires on the Buick Regal TourX then they do not recommend using chains at all because of clearance reasons. The chains could damage the brakes, suspension or other vehicle parts. If your Buick has any other tire size they recommend using low profile chains that add no more than 12 mm of thickness to the tire tread and inner sidewall on the front axle.

I do have an option for you but Thule has advised in the past against using two Thule Hullavator Pro Kayak Carrier and Lift Assist with Tie-Downs part # TH898 together due to both space and weight concerns. The carriers themselves weigh around 40 lbs each so once you add this up with the kayaks you'll likely be over the roof's weight capacity which is usually around 165 lbs.
